Pete Andrew

Pete Andrew

Chair of Corserv

Peter Andrew is deputy chairman of HBF and has a wealth of industry experience and an in-depth understanding of the issues affecting house builders. Peter started life as a trainee QS at George Wimpey and during a career spanning 40 years progressed to become the UK Land and Planning Director - and a board member - at national house-builder Taylor Wimpey UK. He was also one of the four practitioners who helped draft the National Planning Policy Framework for then Planning Minister Greg Clark. He was awarded an MBE in the 2018 New Year’s Honours for ‘services to construction’ in recognition for this work. Peter is also a Council member of the NHBC, Chairman of Burrington Estates – a West Country developer, Chairman of IT company Rummage 4 and director of Dorchester Group - a housing and Place-making company.

Cath Robinson

Group Managing Director

With over 30 years’ experience in local government, Cath has recently moved from interim to the permanent role as Corserv’s managing director. Boasting a distinguished career, from apprentice to chief finance officer in Cornwall Council, Cath is a qualified CIPFA accountant as well as holding an MBA from Warwick Business School. In her previous roles, Cath has managed core business functions such as human resources, organisational development, and commercial and legal services. She has also led operational services for the fire service, public protection, libraries, customer services and property. Most recently Cath was the chief operating officer for Cornwall Council and was instrumental in establishing Corserv and the new group company’s structure.

Richard Zmuda

Group Company Secretary

A chartered secretary and solicitor with more than 20 years’ experience as a company secretary, providing corporate governance, legal and commercial advice at board level. Previously he was assistant company secretary at Pennon group plc with responsibility as company secretary to the board of South West Water Limited.

Tim Jeans

Tim Jeans

Non-Executive Director

A long term aviation professional, Tim has served in many senior positions during his nearly two decades in the industry. As commercial director of Ryanair, Tim played a key role in its European expansion, most notably into Brussels and Frankfurt. He has also served as chairman of Stobart Air Ltd, Monarch Electric Service Company, and he is currently board chairman at Cornwall Airport Newquay.

Richard Pears

Cornwall Council Appointee – Non-Executive Director

With a background in both business and government, Richard is a serving member of Cornwall Council as well as a St Austell town councillor with five years’ experience as an elected member. He is currently a director of iDocpro a software company, as well as GloCrete, a smart materials start‑up. He also serves on the boards of two not-for-profit companies.

Julian Rand MBE

Julian Rand MBE

Cornwall Council Appointee – Non-Executive Director

Julian’s professional background is in finance and company management, but in the last ten years he’s worked to support economic development across Cornwall. From 2006 to 2013 he successfully chaired a community interest company and is currently the chair of the West Cornwall Local Action Group, delivering Leader funding to local communities. Julian was vice chair through the previous round of Local Action European Funding, successfully investing over £2 million in the local economy.

Julia Gregory

Non-Executive Director

Julia has over 29 years’ experience in leading the development and delivery of key infrastructure across the highways, transportation and aviation sectors. Her career has demonstrated a strong focus on driving results to improve commerciality, performance, customer service, quality and safety. Julia is a Fellow and Council Member of the Chartered Institute of Highways and Transportation (CIHT), as well as a Trustee for Homestart Hertfordshire. Julia is also currently the Director of Projects at Ebbsfleet Development Corporation (EDC).

A career health specialist manager with international experience in the private and public sector, Steve’s specialisms are in commercial, clinical, strategic, transformational, program and operational roles. He has demonstrated success in achieving sustained positive business change, efficiency gains, enhancing profitability and stakeholder engagement.
